  I found out why this is happening. The security for these agencies' buildings used to be contracted out to the GSA. However, the agencies felt like they weren't receiving good service, so they asked that the rules be changed, so they could hold on to those funds, and pay for their security themselves. As a result, you now see agencies which have nothing to do with law enforcement or national defense buying body armor. They wanted to be in charge of providing the security for their own facilities, and they got their wish.
